Maryland Student Hockey League

Significant Playing Rule Changes for 2025-2026 Season

USA Hockey updates their rules every 4 years.  The new rules and changes can be found at the following web link addresses:

https://usahockey.com/2025-29-usah-rule-changes
https://www.usahockey.com/rulesandresources

Also note that USA Hockey Rule 402 states that for high school ice hockey any periods under 17 minutes, must utilize 1:30 minutes for minor penalties, 4 minutes major penalties and 8 minutes for misconducts.  PVAHA changed their ruling in August 2025 to mandate that the MSHL and all high school leagues comply with USA Hockey Rule 402.  This is a change.  Please be sure that you follow for all Varsity, JV and Girls hockey games.

Other changes of note include:
- Kneeing is now a 1:30 minute minor and 8 minute misconduct penalty.
- Compliant mouthguards, ear protectors on helmets, neck guards and cat-eye helmets must be HECC approved for youth sports.
- EBUGs are allowed for JV games only.  EBUGs must be USA Hockey registered. See MSHL Playing Rule D.3.g for complete details.
